With reference to the latter from this Depart- of the 14th of Gatober, regarding a secret treaty alleged to have been signed at Koscow between Marshall Feng Yu-hsiang and the Soviet Government, I am directed by Mr. Secretary Amery to transmit to you a copy of the draft of a despatch which subject to Sir Austen Chamberlain's concurrence, he proposes to address to the Governor of Hong Kong on the subject.
